    Not directly, but there is a workaround. Follow these steps:
    1. Go to the Reports menu and create a Summary Report.
    2. In the first popup, choose Row:Category, Column:Time, Interval:None
    3. Click Continue to Customize
    4. Set Date Range: All Dates
    5. For Accounts, Categories, Tags and Payees: choose 'Include.any.'
    6. For Advanced, choose Income & Expense and Exclude All Transfers
    7. You now have a report that shows every category used in any transaction (it will not show any unused categories).
    8. You can print this report and ignore the dollar number, or
    9. You can export to CSV, open in Excel or Numbers, and remove all but the Category column and then print.
    For a Payee list, just change Row to Payee in step #2 above.
